Depends on the industry.

Can you encourage her to start a blog, so everyone can catch up outside working hours.

That, or tell her that she seems to have mistaken you for someone who gives a f@#k, and kindly crack on with her work.

Is it affecting work at all?

If it is, haul her in and tell her to STFU (not in those exact words of course!), you are her manager. If it's not, try to make it affect someone's work so you can. biggrin

She's a cleaner; you're her line manager.
Presumably she's paid by the hour.
If she has time to talk overly much (my guideline is 5 minutes/hour max) then she's got too many hours in her contract and they should be reduced accordingly. Tell her.

Yep. I am glad I work in one where you don't have to tread around people's feelings. Although quite how anyone 'manages' a cleaner is beyond me. If she's agency just tell them you want a new one.

Next time when she pauses ask her for help with a problem a friend of yours has. They work in an office where one of the workers will not stop taking constantly about their family but no one is interested. Has she any tips for what they should say to them?

Second thoughts buy a copy of a "Little Miss Chatterbox" book (Poundie seems to have these atm).

Place in prominent place in kitchen and cross out "Chatterbox" and replace with the persons name or, my favourite, "Little Miss Will Not Shut The fk Up."

Keep in mind appraisals aren't supposed to throw up any surprises that you might not have mentioned before, but as you said, it is Local Government.

I sometimes wonder how some 'managers' even manage to dress themselves in the morning!

She's just about the most junior person in the office. You are her line manager.

Call her in for a chat - tell her that her chatting is distracting people from their work, affecting the quality of her work and that she needs to cut it out.

Job done. All without having to ask on a forum.
