Prices for commercial use electricity

I've recently taken on an industrial unit, and I've received a letter from Atlantic Electric and Gas saying that they have set up an account in my name and now want me to fill in a credit application form. Seems a bit like bolting the stable door..... bit that's not what this post is about. At the end of the letter they tell me that all units are charged at 9.53p, and that the standing charge is £17 per quarter.
Funny thing is, the previous occupiers were beng charged less, I have a copy of their last bill, 14 Sep 2007 to 19 Dec 2007, 8.26p and £14.01 respectively.
What is the panel's advice?

Not forgetting CCL. I think they work out our bills on the NASA supercomputer
We're buying at 11kv, which is considerably different to LV.

The current average price with electricity4Business is around 6.4p. That means the shop's electricity bill is £5,100 a year when it could be £1,920."
