Does anybody here live in Norway ?

I have a client in Norway that owes me about 4 K

I think everytime he sees a withheld or UK number he does not answer, I would therefore like a call from Norway to him and just see if he picks up.

You dont need to do that mate

Buy a Skype phone (VOIP) and register it as Norwegian

we do it for our US company and when we ring someone in the US it looks as if its come from an office in the US
