It's the distance to the server in question. and back again.
Not all bytes travel at the same speed (just like cars on the motorway), so when your "32 byte ping train" gets to a hub or a switch the front byte has to wait for the back byte to catch up, hence the delay beyond what you'd expect from the maths.
And then there's delays in ethire processing or inspecting the data before its passed on..
And then there's the fact that your telephone cable covers a few miles extra than the straight line route...
And then...

I can confidently say that I have the slowest internet connection of anybody using PH. Average is probably 3 or 4 KB/sec. At the moment I am trying to download Flash Player, 733KB @ 3 KB/sec.

I'm on a ship, using a shared satellite internet connection, and slow does not even begin to describe it.

I know how that feels. They never bother getting even vaguely decent Internet on my boats.

Used to get 50Kb/s, so not too upset with this, especially when I'm on the boundary for my phone exchange (it's still st though)

Heh, its only limited by the other end, they dont have enough capacity for me to download faster, hence the upload speed being so much higher (as its alot less likely people will be uploading to webservers so they will have lots more capacity free)
