It looks like one or more pages on netload are on the IWF block list. When a site has a page that appears on the block list, all requests to that site get directed through the cleanfeed proxies to determine whether they are allowed or not. This means that almost all requests to netload from the UK will appear to be coming from the same address. It is almost certainly this that is causing the problem.

Cleanfeed is operated by BT on behalf of the IWF and most, but not all, ISPs in the UK use it to censor the internet (Wikipedia has an article explaining it). It can have unintended consequences, like most UK users of Wikipedia losing their ability to edit articles after the Scorpions album cover debacle a few years back.
