It was supposedly introduced to stop counterfeiters printing/copying currency as they thought the printers/copies were so good that it would become a concern. Personally I'm lucky if I can get the colour printers at the office to output straight text or properly overlaid/aligned colours.
Here's a list of those that do/don't include them, so you can purchase bases on that information. But if you're really paranoid then just print on an officer printer.
