You cant make an ad-hoc connection and most hotel wifi routers wont let a chromecast on the network.
Are you taking your own mobile hotspot?

Hmm, could it be that the chromecast is getting poor wifi? If it's positioned wrong, the tv can effectively work as a "shield" for the wifi signal.NAS to iPad using Plex works fine.

If you can, maybe try and move the 'cast further with an HDMI extension lead.
