It always lived in the notification bar on the top, but that was pretty unobtrusive.As an aside - How do I change the notifications in the lock screen? When I first booted, it asked me if I wanted to see them partially, completely or not at all?

For the power saver, have you hit the X in the right of the notification? I did this earlier on today and I've not seen the message appear since then.

And yes, the X makes it go away - by turning it off (Which isn't what I want )
