RAM for Phones..

Is there going to be a marked difference between two phones that have the same CPU and clock speed when one of them has 2GB of RAM and the other has 3GB RAM?

In short, you would be able to run more application simultaneously the more RAM you had available.

Would you notice that on a phone? IMO probably not. Others may disagree.
