windows 7 boot issues...

Morning all
We have a cheap laptop to run a couple of things which we can't use phones/tablets for.
It blue screened a couple of times the other day, so I did a factory reset. Now some times the screen will go black/switch of however the fans keep running, it can then take few tries to get it to power back on (again, black screen but fans wiring, just not doing anything further).
Then I got this message:
This is where my computer skills run out, is anyone able to offer any suggestions?
