Is this type of thing available?

Tried googling for this, but obviously not asking the right things. I've looked at www.99designs.co.uk, a sort of competition site for designers and was wondering if there is a similar concept available for actually specifying and perhaps providing a website? (Was thinking this might go into business, but that's out of my price range - Computers, Gadgets & Stuff, might be better around a hobby priced website that can scale up to a few 100 users)

Sort of along the ideas of suggesting the best platform for forum software, content management for non-programmers, good SEO, collaboration tools for working on documents and rolling back to previous versions etc.

At the moment, a static website would do the job and is probably all that can be afforded at the moment and I know you get what you pay for, but get things right at the start and it should be easier to upgrade and hand over to a professional as and when we get a bit of money in.

Am I wrong in thinking this is likely to be something that is available out on the interweb? Examples more than welcome.

Sounds and looks about the right sort of thing, just have to work out what I actually want now.
