If I wanted to contact by voice someone in the US for free, and I initiated the call, would the recipient get data charges if unable to use wifi, and only use 3G?
FB messenger says data allowance is used, but do both parties get the hit?

Yep, each party would be responsible for the charges to get onto the internet where the data is coming from.

OK, but will it just show as data, and how much data would a facebook voice only app use per min to and from the US?

The data only goes to the internet, similar to both people watching a youtube video.

How much data, I couldn't say, but I imagine it would be optimised for low use.

For that reason, it doesn't cost any different if the call is to next door of New Zealand, all you do is log into the internet.

It's looking like 0.5MB per minute.
