I think you're looking for ananomity rather than security.

Yes it could help, the main pitfall is every other device between you and it.

If done correctly you could hide your traffic, where you go for the vps won't really matter much but personally I'd look for a DC who have no idea what they are doing, if such a place exists.

Another thumbs up for Feral. They also give you a VPN client with your package which is quick to set up and handy for accessing 'some' websites.
