Portugal has to be a good bet and Nazare is pretty much the best spot in Europe for picking up swell, although it can pick up a bit too much.

If I remember correctly, there was a water park by Praia du Norte that your boys might like.
I stayed in Nazare for a couple of nights in February 2012 and it was dead, but looks like it does a good summer trade.
The rest of the time I was in Carcavelos, just north of Lisbon. Good surf there, but powerful and best for bodyboarders. I loved it.

Was there last month, best surfing beach in the world I was told and with dolphins/whales a regular sight from the balcony. With the current state of the currency its dirt cheap - budget no more than £12pp for 2 courses with wine....
Does fall down on the flight time (and potentially flight cost) but there is far more to do - Addo National Park for wildlife and can spend a little time along the coast for shark cage diving etc...

I did think of SA, but didn't mention it due to the flight time, I think it took me about 12 hours. Durban (and surrounding areas like Umhlanga and Kwazulu Natal South Coast) were brilliant and had the advantage of shark nets. J-Bay left me feeling like bait. Loved SA, probably favourite place I've been.
The exchange rate was a massive bonus when I was in SA (15 years ago now though), what it cost in flights, you saved on everything else. I think a beer was about 30-40p in a bar and about half that from a supermarket.
