Problem responding to forums on iphone

Anybody else having this problem? iphone 6. Constant error message for the last couple of weeks which reads:

"Error: There is an error determining which application you are signing into. Return to the application and try again."

Had the phone around a year now, never any problem before. Can't seem to move beyond this message, no matter how hard I try. Humbug!

9.3.1 is designed to resolve this as the latest update

Updated OS and it's still doing the same thing...

Is this PH specific or any/all forums?

Seems to be PH specific - but I think I may have solved it! Bit more fiddling: Settings > Safari > Website Data > Remove Website Data.
Seems to work now!
