Mine both have kindle fires. They usually download something from iPlayer but could equally get content from Amazon or Netflix. Last time we flew they spent the time on Minecraft or creating their own videos. They take MicroSD cards which are a good idea for them as the onboard storage isn't great for lots of videos.
In addition to E gadgets, consider getting each of them 2 new small toys ....cars, action figures, dolls... or whatever they are in to...the kind of thing that can be hidden in mums handbag so not big.
Only need to be small £'s but then present them to them 1 at a time if they are getting bored / fractious. If they don't get bored, keep them back for another time. Don't be tempted to give them to them anyway....they are your backstop strategy :-)
When my son was about 4 or 5, he spent about 1.5 hrs on a flight playing with a small action figure and some string :-). Harder with the 2 year old.

Our local Tesco were doing these for £38 a pop a few weeks ago. I asked how many they had in stock, they had 3 so I bought 3, I've got one in my garage running Spotify, one by my bedside for reading e-books, and one in a drawer as a spare.
