Video image rotation with Premiere Elements?

Will the above or any software allow me to ‘rotate’ the running video image 90-degrees at-will? The problem : video camera is 16:9 format and turning it 90-degrees is often just right for the subject-matter. However – when playing this of course – you need to tilt your head 90 degrees to watch those scenes! Can Premiere Elements solve this?
