It entirely depends on what you're actually serving (dynamic content, video content, database driven content, forums etc)Thanks.
Static content and large downloads aren't really that CPU intensive, so you can service a lot more clients than say a Forum, or blog / image gallery / something 'web 2.0'

As to when you need to make the switch, this is partially down to budget (ie if you have a pseudo decent budget, get one from the start for the additional flexibility, security and resources it affords) and the traffic content and profile mentioned above.
