VMware - One of the best products I have used. http://www.vmware.com
They do a free version as well, its just I cannot find it at the mo. But dig around I know its there.

Or Microsoft Virtual PC. But not sure how that copes with Win98 type OS.

I'm trying to cut down my XP install but am running out stuff to take out of it. I'm now at the point where deleting any more stuff could lead to trouble booting. So I will run XP on a virtual machine and use it as a test OS.
I also found a load of old PC games, including syndicate wars, but they don't run on XP

Yep I've run vmware server on XP to run a 2nd copy of XP. It should work fine. It's free so download it and give it a bash -

VirtualBox is free and pretty good for what you need. http://www.virtualbox.org/
