It sounds like the location to which files are downloaded temporarily does not exist. Presumably it comes up with this error even before you get a dialog box asking you where to place the file(s)?
My best guess for a solution would be first to try creating the folder it is looking for manually and placing it on the desktop. If that fails, try creating a new user profile, it's what you use when you want multiple users to have differing access levels to a PC.
The third option would be to look into how to set the download location manually, search the Web for how to do this.
The last two do carry some risks, be careful when creating user profiles as you don't want to lose access to your PC. Manually changing the download location may also be risky if it involves editing system files.
Of course you can always reinstall Windows
