USB sticks is generally through policy (as in written not Group Policy or software). It isn't perfect by any means but it leaves no excuses if people do something silly.
CD's we don't encrypt (unless the specific data demands it). Rightly or wrongly we've always taken the view that CD's tend to go from A to B whilst USB sticks lurk in the bottom of bags and all sorts with goodness knows what on them.
