EIS (Electronic Ignition Switch) MB Dealer only?

Can MB specialists deal with and swap the EIS or is it all tied up to MB Dealers for security reasons.
I've got an issue with mine, I think, and don't want to get fleeced for the fun of it.

I believe that Daimler have recently changed their security settings on Xentry so that only main dealers can correctly install anything that needs to be coded to the chassis number.
