There’s some quite telling posts on that forum from the US contributors, they seem to have got the current state of the UK weighed up better than the UK population!

I briefly read the report. My thought at the end was somwthing along the lines of why are the family all up in arms now after the old dear's popped it and the press are suddenly involved?

Seemd to me that it could be the family thrashing around looking for someone to blame.. other than themselves of course!

The council maintained the work was essential to comply with the Home Energy Conservation Act which requires it to reduce its CO2 emission by 30 per cent....
Problems started last year when council inspectors sent the £16,000 bill and an appeal to benefits agency the Department for Work and Pensions failed.

The money was for insulation if I have read that correctly? About reducing carbon output by needing less heating.
Stress can seriously affect those much younger than this, and I can see how it would adversely affect the health of someone this age. Yes, 91 year olds die, but the stress caused by this IMO was a huge contributing factor.
What isn't clear is what steps were taken to help, if any, or whether someone at the council simply was "following orders to the letter" and taking the computer says no attitude that is becoming prevalent.

She purchased the (former) council house under the right to buy scheme. Which included certain financial obligations into the future. This is one of them. This would be one of the reasons people got the houses cheap, like really cheap.
So no the council cant walk up to anybodys house. Just those purchased under the right to buy scheme. In which case the owners should have read the small print and been putting money aside for such occasions. She didn't put any money aside.....
