After being plagued with the well published problem with the early Mini Cooper under seat connections causing the air bag light to come on - I am considering cutting out the connector(s) all together and soldering the wires - has anyone done this and successfully had the light reset and it stayed off ?

No I think the car is too old now
I didnt realise they recalled for this I thought BMW had avoided the issue

Most manufacturers do not expire recalls, and even if they do then the dealer may be helpful. Safety recalls AFAIK cannot expire. Biggest problem will be if there are still any spare parts in the system.
