Well, it's a public road - not a racetrack, so perhaps they should have been travelling at a speed that would allow them to safely stop in the distance they can see to be clear ahead.

Who knows why the car had stopped in the middle of the road...it might have just hit an animal or ran out of petrol. Or it might be driven by a total idiot.

If they had hit him it would have been totally their fault.
