A mate of mine is looking for a new job, where someone else has just quit. He's had a call from a company asking for more details about what he does, to see if he'd be good at an other role. Then the guy went really vauge, not knowing where the office is etc, basically making it up.

Turns out, the its the same company who called him as to whos finding the job for the person who has left. So they are basically fishing for more details. Problem is, the recruiter and employer don't know this. So they must be pretty miffed.

To me, its pretty unethical and they should be brought up on it.

Employment agencies are well aware that their money comes from employers, not the staff they place.
