DIY Wheel refurbishment?

My MGF is going to become a bit of a "project car" over the next year or so.
I want to refurb the wheels myself, partly to reduce the cost ( I know it will not be a LOT cheaper) and partly so that I can learn how to do it.
Problem is, I am being told that for a long lasting finish, I need to bake the wheels, is this true?

I have decided to do it myself, and will be buying a spare from ebay for about a tenner, which I will refurb, and then do them one at a time.
Will be needing some Rover "Sparkle Silver", not gonna get it from Halfrauds as I have heard horror stories, anyone able to put me in the right direction of a decent supplier?
