Okay, so you're told there are going to be changes within the business you are part of.

You're told that plans are currently ongoing, but x number of positions will be affected, and that more information will be distributed as and when it becomes available.

Representatives are identified and weekly minuted meeting held (in theory).

10 weeks on, you're still non the wiser as to exactly how you are affected.

Is this reasonable, and if not, what can be done?

Weekly minuted meetings and you are non the wiser?

So nothing been said at the meetings or your rep is not sharing the detail?

Minutes from the last two weeks are non existent, very little has been said about our part of the business other than "announcement expected soon" etc etc.

Last week an email was sent advising there is an expected announcement this week. When checked on Monday a degree of uncertainty seems to have appeared..again.

Just heard this weeks meeting has been cancelled.

Without knowing the type of business or role you are in it sounds like you have three options:

Go and ask
Suck it up
Look for something more stable

Yep, been waiting for a proposal to be produced.
Now waiting for report to be approved.

Guess I'm just going to have to grin and bare it.

If the representatives aren't keeping you informed then demand they be gotten rid of and volunteer to become one of the new ones. If the meetings aren't progressing and therefore there's no information then there's little you can do other than marvel at the incompetence of the managerial hierarchy, and console yourself that broadly speaking they're all the same.

Wait until you're sacked to do that.
