54 Plate Cooper - Advice sought please!

Good afternoon all,
1st time poster in this forum so please excuse my lack of correct terminology for model details etc.
My sister has a 54 plate cooper which has developed a couple of faults over the last month or so.
1st and more pressing fault - Rear window wiper. Switch engine on and turn switch to rear wiper. Motor is definitely whirring but no wiper action. Turn stalk to washer setting [with wiper I assume?] and washer jets work but no wiper movement.
Turn to off position and motor whirs for approx 10 seconds or so then stops. Now attempt to engage rear wiper and nothing. No motor noise, however washer jets still work?
Turn off engine, restart and we're back to beginning with motor noise on 1st attempt only?? Aaaahhh!
Tried replacing fuse, made no difference [obviously!]. Motor foobared?
2nd fault - Cigarette lighter has packed up/no charge to Satnav. Replaced fuse.. Nothing??
Tried to look at relay diagrams but as far as I can see, seperate.
Really appreciate any advice or things to try before lumping out for a new wiper motor, or worse sticking it in a garage!
