Coryton whos fault?

Looking for a bit of input into the exact cause and effect here,the way I see it this is just typical of the UK,we have underinvested in the fuel manufacturing process at coryton and based on a still profitable company sold out to overseas buisness who pre reccesion obviously took profit and did not reinvest,who now due to a lack of demand due to a fall in pump spend have decided there is spare cappacity in Europe and Russia so will close this refinery,so we are left with an old expensive refinery that no one will want as a consequence we will import refined fuel,this is yet another decision that will return to haunt us,we will now IMO be held to ransom over fuel again and again by forces out of our control.
We now also have another local community ruined for short term profit,I cannot see any big player buying into Coryton as it needs so much reinvestment to regain competitiveness, I wouldnt mind but I think this scenario was envisioned a few years ago the writing was on the wall,I also blame the govenment for trying to use fuel duty to pay down the deficit, do they actualy not realise its so expensive people are not buying so much as they cannot afford it so they are actually earning less?
I think there are many similar stories accros UK industry some like TATA are doing well just so sad we cant do it ourselves..again.
