1. The car is clearly displaying a disabled badge;
2. There is a note next to that badge (with what appears to be a date on it?). Or maybe there were some clues as to where in the hospital the car owner/driver could be found?
3. The car park is privately run?
4. Poor traffic warden is probably doing his/her job (possibly bonus related?)
5. If there was any justification or if the car park operators felt that strongly about it, surely the car should have been removed after say, the third notice?
6. Perhaps the owner should have instructed a friend or family member to go check on the car, or better still, move it to free up the space for another disabled visitor?
7. The tickets were neatly arranged in a mosaic and not a collage.

Everyone has a sob story when it comes to why they parked where they shouldn't have. And like it or not, the rules for parking are there for a reason (be it commercial or logistics). Park where shouldn't and get caught, suck it up. If traffic wardens showed compassion where would that stop, with so many people taking the piss? There'd be no point having the restrictions in the first place.
As for towing that particular car away, can you imagine the furore then?
Not read the full article but a politely worded letter to the administrators would probably have resulted in compassion had the rationale been genuine and the letter calm enough. But otherwise, cough up and learn the lesson.
