Marbling/water marks

97 TVR in original RM pearl blue... last few months, the paint has got really dull with a noticeable marbly bloom visible in strong light. Almost like water marks. I drive it rather than dote on it so wasn't too concerned (at first).

Tried a really vigorous hand polish with some Sonus restoring and then fine finish (on foam applicator pads), followed with a decent Carnuba... thought I'd got it but a few days later it's back. Ideas?

Ideally a micrometer should be used to see how much paint you have left, then a good clay bar treatment followed by a machine polish. Perhaps a pro detailer would be the best option.
