What's the opinion here? A constructive move or just another sham like Project Mervyn Merlin?

My own view is that the government is torn between the economic realisation that the recession is dire which dictates they act (certainly do more - tax cuts etc.) right now and their political desire to save a few giveaways for nearer to election time.
