Probably prevented from going forward by queueing traffic that has subsequently gone after the lights changed. In situations like this could the RR and the car on its right go if they have passed the stop line when the traffic lights were on green?

Only if the whole of the vehicle had cleared the line. In this case neither has.

I just don't get why people want their names plastered on their car. You can kind of understand the value angle as some plates are used as an investment, but without being totally butchered that plate isn't worth a wk.
