Is that saying the owner who's initials that is is too juicy ?

That could mean bodily fluids, fruit juice, steroids or something else, it certainly means they cannot spell.

biglaugh I've checked the sign-in book for anyone matching those initials with no luck. It's here quite often so I'm really curious to know who owns it..

Once individuals prefer their own interpretation to following the law chaos begins. These plates are illegal. Not a good game. Just as removing parts of exhausts without declaration, is illegal, adding much loulder exhausts without declaration is illegal, modifying engines to get more power without declaration is illegal, replacing engines with different engines without declaration is illegal, altering lights causing dazzle is illegal and so on. The key is the failure to declare demonstrating the unlawful intent.

Very common practice nowadays, all illegal, all cause unlawful vehicle use. Not fun.

I've had 3 vanity plates in the past - down to two now as one was car related and moved with the car, the two I have now are unlikely to go anywhere despite one being car related and not on related car (I still like it regardless) it makes me happy and that's all it has to do, the other one is hers and I like that one too

Looks like Waters to me. If there was a bit of space in between the 7 and E it would look a bit better but the plate isn't as bad as some of the others in the thread.
