Ultra Low Emission Zone.
He has announced plans today for Central London (congestion charge zone) to only be accessible by Zero or Low Emission (hybrid) vehicles from 2020.
Even the BBC seem shocked.

Did you expect anything more? He's a politician and one shown to have no real beliefs apart from whatever is good for Johnson is good for Johnson.
He grabs headlines, he sucks up to Murdoch, he will do anything for column inches. He's a politician. Of course he's going to let everyone down.
The Murdoch papers will support him in this and in some way make it appear that the problems the move generates is all down to Cameron.

All politicians get into power promissing much, then deliver little - the explanation is obvious, Boris has been replaced by an alien/clone/doppelganger - why else would politicians say stuff to get into power and then when in do the exact opposite of all they promissed?.

When my mates dad did it a few years back the salary was about 13k a year. How much do they get?

It will have gone up since then but it will still be below average, which itself isn't a lot. And yes I've read the stories about £45k salaries but my mates dad couldn't even afford to run a car on his wages.
To be honest, anyone who works for minimum wage is going to be quite hard up.

Whilst planning for 2020 is admirable, it is also misguided. Bureaucrats need to get to grips with the rate at which the motor industry is developing. IMHO by 2020, what is currently seen as being unprecedented CO2 and MPG numbers will be run of the mill and hybrids will be irrelevant. Of course, whilst things like the congestion charge are nothing more than taxes, we will continue to see irrelevant, flawed and damaging legislation like this happening.
Will the us embassy issue battery powered limos to all there staff?,
will the guberment have zero emission jaags, will the old lady be ushered around town in a g wizz. Or is this pipe dream only for us plebs?. Also have they thought of the impact this will have on all of the prestigeous car dealers selling their wares in park lane and the likes, would sir like a test drive? come back on saturday when we are allowed to drive real cars.
And dont forget the poor arab boys who come over to spend their pocket money in the summer. At least apparently they are on target to install charging points, all 1500 of them Yep that should cover it. Why oh Why do we have to put up with this drivel whilst i think bozzo is a novelty idiosyncratic trinket for london and at times find him amusing in an eccentric buffoon sort of way i think he is way off the mark on this one.

BoJo is trying to get all public transport to go all electric and keep the private vehicles out of london as much as possible. The current congestion charge (nothing to do with congestion) exemption limits have incentivised people to buy hybrids and diesels and still drive into london for free.
The only way to reduce traffic and pollution is to reduce the levels of free entry. its not rocket science. Yes that means all of us will be screwed over. But what other alternate plan is there to reduce traffic and pollution in london?

I have 2 thoughts on this:
1. I kinda like the idea of a less polluted central London and a less car friendly zone. Not very ph, but true Im afraid. Frankly I fking loathe cars in the town traffic yes, private cars no. Lived around the area for 10yrs, never needed a car once in the place, in fact I always point blank resisted driving into London. Train and tube only.
2. Nobody else but me think its bloody unlikely BoJo will still be Mayor in 2020?
