Its an MOT failure if the tester realises they have been removedThough spotting that is hard as most the underside is covered metal plates

It might also be worth pointing out that the V12 has two sets of cats. Therefore it is possible to remove one set (ie the decat mentioned above) without causing emissions warning lights to come on.This isn't possible with the single set of cats on the V8V. 200 cell cats is the route to go down.

Love to see them on the car mate, I've fitted: wing mirrors, rear light inserts, rear diffuser, kamm tail spoiler, front splitter. Exterior handles & strakes being fitted shortly.

The pick-up for the fuel pump is at the bottom of the tank so that negligible potential danger is always there. I think, perhaps, you're taking this a little too seriously.
