Golf Mk3 1.8 GL Braking problem

I have just got myself a mk3 Golf to do up and Mod , I took it for a drive and the brakes are crap on it , but I can not see anything that would make them be like that , Pads are ok , disc are smooth and clean , and when I keep my foot on the brake and start it up the servo pulls the pedal down so the servo seems to work ok , is there any other tests I can do to see why these brakes are not very good , they pull up ok if I stand on them if you know what I mean .

When you say crap what are the symptoms?
Does it take a lot off efforts at any speed
Does it pull to one side
Are they better when hot
Do they fade when hot
Perhaps the pads have glassed due to over heating or not bedding in correctly
I'd be tempted to whack in a new set of pads and bed them in properly,
If discs are cheap I'd do both fronts
Rears don't do a lot
