Perhaps there could be some sort of "audition" programme at the start to whittle them down. Then maybe tasks linked to their business idea.

I can't believe I'm about to say this, but perhaps what it needs is a mass-audition scenario a la X-Factor where they whittle down the hundreds who must apply to perhaps 50 solid business plans. Take those forward and START with the business plans of each. Blend for a mix of arrogance, hubris, totty and complete willingness to make a tit of oneself on national TV and THEN start the process. You'd end up with 20 good business plans and still make idiots of people on TV for our entertainment.

The first round I turned up at my slot time and there was over 200 people there. Some were waiting for the slot which was 1 hour away. The girls turn up with the shortest skirts, makeup and there hair done.
So they walk you in and you stand in a line of 10 people and there are 3 judges behind a desk. One of the judges said "I am tired and bored. I am going to call your number and you have 20 seconds to impress me."
The 3 judges then compare which numbers they want to keep and send the others out the exit.
The second round they start asking you about your business plan and key questions. They normally have your online application on the desk and talk about it with you.
I think the original number of applications is 250,000 so your application has to be something special to get through the ranks. Remember there are always people who are more than willing to sell their Grandmas to get on TV.
