Recently we've had an issue where the clutch pedal has become softer and is not returning all the way when released.

We did a clutch fluid change which showed a fair few air bubbles in the system, and it was fine afterwards but the pedal has slowly become soft again and gradually struggling to fully raise.

From what I've read, it is most likely the clutch master cylinder as the fluid level in the reservoir has not dropped, as if it was the slave cylinder this would normally show a fluid level decrease. Was just wondering if anyone else had ideas or experience on what it could be?

The clutch and the brakes operate from the same master cylinder. The clutch has a slave cylinder inside the bell housing, so if that is the problem it's a gearbox out
