Certainly we know that there are those types of staged payments made. But usually they are amenable to both sides and are dependent on numerous factors, including the finances of the selling club.
West Brom clearly don't have the cash to blow 15m outright on a striker inside of 24hrs whilst only receiving 4m a year for the next five and a bit years.
The question is, should Levy have known that and bid accordingly? Strikes me the bids were a half-arsed appeasement to the fans who will be dissatisfied that you've only got one striker now the window has 'slammed' shut.

You're either being facetious or just ignorant/thick; West Brom would have offered a payment structure to any club they were buying from in either this or the next window linked to the replacement of Berahino. Quite within their rights for WBA to turn down any tranfer request. I think that the reasons that they have given are tenous though but it's their perogative.
Even with Levy's incompetance and only having one striker, we've still scored more goals than some other teams who have blown £35m on a single striker....
