Short version.

A friend (yes really) has received a council parking ticket.

However I think he can appeal it.

He parked, alone, in a disabled bay, in a council car park, using his wifes blue badge.

He then went into the housing estate (pedestrianized), to pick up his wife, and take her back to the car, to take her home.

The disabled bay was needed to allow her to transition from chair, to car.

Am I correct in thinking that the blue badge allows him to park there, as it was for the benefit, and use, by the blue badge holder.

This section from the blue badge rights/responsibilities leaflet suggests he has a case to appeal:

The badge is for your use and benefit only. It must only be displayed if you are travelling in the vehicle as a driver or passenger, or if someone is collecting you or dropping you off and needs to park at the place where you are being collected or dropped.

Must admit I wasn't sure it was okay until checking - knew where to find the leaflet as I'd recently checked it to remind my self where/when we can use my wife's!

Why on earth was the ticket issued? If the Traffic Warden saw the car parked in a Disabled Bay, displaying a Blue Badge, why would a ticket be forthcoming? Strange days indeed.

Is it possible the disabled bay was time restricted in some way?

I stand corrected, in fact they do have two hour limit bays outside the Royal Marsden Hospital Never seen them anywhere else though.

Because the traffic warden saw a blue badge issued to a woman on display in a car being driven by an apparently able-bodied man...?

Well if that is the reason then the warden needs to be re-trained. Many people who qualify for a blue badge have disabilities that might not be immediately (or at all) apparent.

ETA: The visible part of the badge does not identify the gender of the holder & in any case, as already pointed out, another person can use the badge as long as it is for the benefit of the badge holder. Indeed you do not have to own or be able to drive a car, to hold a badge

How could that be? The warden would not know the gender of the badge holder. Also see my comments above.

Not the traffic wardens job to decide whether or not someone is disabled though.

One of my tenants has a blue badge on her Motability car. As she is blind, she obviously doesn't drive the car but her partner does instead. If he is picking her up from University or the Hospital or work etc he will use the disabled bays.

Personally I think it's just an idiot traffic warden.

Newer cards have both the sex and dob(mmyy only) in the serial number of the card, but an appeal should still be made with evidence of being collected from the card holder

I think that was stopped as it identified the driver/passenger as elderly or frail,so a potential mugging victim. Also why the picture is on the back. I can't remember it it ever was on the front

Did you check it wasn't a bay allocated to an individual? In my area disabled bays are marked with a number and you need the parking permit number (not a blue badge) to go with it
