Some spectators may wish to show support to all the athletes of their nation rather than just a region of the UK. Obviously this will not be the case with your 'Anyone but England" nationalist lot. The organisers have no problem with people waving them.

This be true - some 'sassenachs' like me actually have ancestry from all over the UK - so in effect, the union flag is probably the best flag to represent the people I would be cheering for.The organisers have no problem with people waving them.
