Water Polo question

Last weekend I went to watch a Water Polo match berween New Zealand and Malta.
At the start of each quarter, the teams race from their ends towards the ball in the centre of the pool.
The ball is in a small floating ring thing which must be tethered or something.
When the first players get near the ball, the ring thing isn't there any more.
Only one direction it could have gone and that's down.
I couldn't figure out how though. A string and pulley arrangement perhaps?
Does anyone know?
