Fuse layout for an S plate 98 450 Chimaera

HELP!!
I'm trying to work out the fuse layout for my 98 S plate 450.
The fuse box is VW part number 443941822B (as used on Audi 80s etc).
There are two fan relays (in positions 7 and 8) so at first I thought that it tied up with the information in my hand book and the 'alternative panel' on page 243 of Steve's manual.
BUT none of the ratings match up with the hand book
Fuse 3 is Fan number 1 but 19 is the door locks.
A previous owner has replaced the second fan relay with a special connected to an override switch (in place of the dash light switch).
An odd thing is that power for both fans appears to come from the first relay (and only when relay 1 is closed does relay 2 have power)??
Does anybody have an alternative fuse list for this type of layout?

Nope, the relays look correct but the fuses are not correct. I pulled the fuse for fan 2 and the fan still works.I thought I'd uploaded the page from my handbook but it appears to have gone??

Well I've managed to track 95% of the fuse layout:
1 - Dip beam
2 - ECU
3 - FAN 1
4 - Lighter
5 - FAN 2
6 - ??
7 - Interior Light
8 - Reverse Light
9 - ??
10 - Dash Lights
11 - Electric Windows
12 - Immobiliser
13 - Alarm
14 - Heater Fan
15 - Indicators
16 - Mirror Control + Boot Lock
17 - Wipers + Flash Main Beam
18 - Wiper Park + Brake Light
19 - Door Locks
20 - Main Beam
21 - Ignition Switch??
I've also got an additional relay.
1 - Dip Beam
2 - dunno??
3 - Horn
4 - Blank
5 - Aux Ignition
6 - Courtesy Light delay
7 - Fan 1
8 - Fan 2
9 -Wash Wipe Delay
10 - blank
11 - Main Beam
Relay 2 is a standard M0404 type and is live with the ignition on but I can't work out what it is.
Does the Fuel Pump priming signal come through the fuel pump relay??
Could relay 2 be the fuel pump relay??
