Paint Starting to peel off arches?

Hi All,

When i first bought my car it came with stickers which covered the arches as they are ever so slightly flared, i removed them due to them having gone a yellow colour (the car is white), and ever since the paint on this area has peeled away and looks terrible.

Any ideas on the best/most cost effective way for this to be fixed?

The damage looks to be below where the clear film would have been, anyhow a re-paint is in order followed
by some more protective film.
