It's to do with the relatively short inseam of the trousers relative to the length of his leg. They're that way so that they look 'right' when stood to attention in nice neat rows. Unfortunately for this chap, as he has completed his last drill movement, lifted his thigh "parallel to the ground" and driven it down "to emphasise the movement", the hem has risen up his leg, and got caught on the top of his boot as his leg has returned to the 'at attention' position.

As for the poor chap on the floor, who can say? Although it certainly doesn't look like an authorised movement from the Drill Pamphlet wink

I used to hate drill in Ammo Boots for that exact reason. Horribly uncomfortable as well as they're solid from the wax.

Drill in our dress gear was about the only thing I didn't like about cadets although the shooting and survival training certainly made up for it
