1997 Fiat coupe 20v turbo sluggish off boost?

This feels odd,car starts,runs,idles perfectly.Since i've had the car there is an odd feeling when accelerating just off boost,it feels like the car isn't going forward as quickly as the accelerator's going down,like driving through a wall of treacle,or your towing something heavy??
New plugs,filter etc.CAR NEVER STUTTERS,JUST DOESN'T PULL,THEN WHEN THE BOOST COMES ON IT COMES ON SMOOTHLY WITH A REAL HIT AND HOLDS THE BOOST PERFECTLY AT 1.2 BAr,brakes all renewed so no dragging,fuel consumption is horrendous,old plugs that came out were perfect sandy brown colour.

My 20V Coupe felt very flat off boost until the engine was up to temperature. I changed the CTS and AFM but it made no difference at all. However I used to get pretty reasonable economy from mine, 27-29mpg on average and you could just get into the low 30's on a sedate run.
Mt MR2 was even worse with a cold engine, but then again the thermoswitch for the cold enrichment injector was broken (literally fell into pieces).

Plugs on a modern fuel injected cat equipped car shouldn't be sandy brown. That's what plugs on old carb engines used to look like. They should be nearly white.
So let's review. Fuel consumption terrible, plugs rich, not running right. Could any part of the fuel system have been fecked about in some sort of idiotic aim to richen things up and need changing back to stock? I'm stumped, it's a real puzzler! Gonna take someone much smarter than me to figure this one out.
