New cameras westbound on A501/Euston Road?

Last night I noticed a new camera on the A501 (Euston Road) at the interchange of Portland Place. However, the road marks spanned over the solid stop line at the traffic lights.
Is this likely to be a speed camera, or a new generation of traffic light camera?
There is another similar camera about 200m down the road (going west). I think these are the IR type cameras, i.e. no flash.
