There's no question that some people have it coming (no Clint jokes please). What's wrong with a chuckle when that happens? Of course, throwing a party to celebrate their misfortune is on a nuttiness par with starting a Facebook memorial page for someone you don't know but taking a degree of satisfaction when an upstart gets their comeuppance is perfectly normal.
I'd also laugh at someone slipping on ice or banging their head on a low door but only up to the point I thought they may have hurt themselves. The bloke reported in the opening post sounds mad.

The thing is, it's all relevant to the mood you're in.
If you're in a cracking mood, and spot someone doing something stupid, you may have a quiet chuckle.
If you're in a strop, you may spot someone doing something stupid and simply roll your eyes, or ignore it altogether.
And if you're the type of person who stops to think 'SHOULD I LAUGH AT THIS OR NOT? ON THE ONE HAND IT'S FUNNY, BUT ON THE OTHER IT'S MORALLY REPREHENSIBLE" I'd suggest you re-evaluate your life because you're probably really boring.

I think the huge number of 'fail' videos on Youtube suggests that maybe more than a few people find peoples misfortune a little amusing.... But these videos are displaying events similar to the bicycle disaster on posters dad encountered, which sounded amusing

I heard about a bloke who was a kind of motor trader. One car at a time at his home, bought cheap, done up and sold for a small profit a couple of months later. More a hobby than a proper business.
He had an inspection pit in his garage, to work on the underside or cars. One day he bought a Reliant Robin, took it home, and drove it over the inspection pit without thinking. Cue a written off Robin, and a broken leg.
Anyone who doesn't find that funny is a complete weirdo.

Christ Alive, you have to wonder about people don't you? My dad once drove into a car park with a height restriction (forgetting he had bikes on the roof rack). As dad tried to sort the bikes out and survey the damage to his car, some pathetic oik just started pointing and laughing at him.
I find that hilarious actually. 
Not the fact that he's suffered financially, but the fact that he was stupid enough to forget that he was carrying a couple of massive bicycles on his roof. It's slapstick, like Mr Bean.I'm not sure if i'd actually point and laugh though. That would be cruel, but if somebody had been drinking and/or lacked the self control to hold in their laughter, i wouldn't hold it against them.
Look on the bright side. People get sacked or prosecuted all the time for misjudging the height or width of Buses, Lorries, Boats & Vans, so mangling a bicycle and denting a roof is hardly the end of the world.
Well, I love a bit of 'You've been framed' myself, especially people running into closed patio doors, but whether I'd laugh in quite the same way if it was happening right in front of me rather than in a different country 10-15 years ago (as many of those clips seem to be) is another matter. I think I might, but it would depend - on the TV, even on YBF, there never seems to be a consequence, you never have the victim lying bleeding on the ground in front of you, surrounded by shards of glass. One point for safety glass, I guess
I remember at school someone tripped and put their hands through a glass window, the amount of blood in the first few seconds was shocking and I think she was off for a year while everything was sorted out. That wasn't all that funny, then or now, 30+ years later.
Seeking out ways to enjoy others misfortune as per the OP seems more than a little weird. When you're a kid of 4-5, it's quite funny to pull away someone's chair just before they sit down. Then a year or two later, after you've had the talk about how they might damage their back and be in a wheelchair for life and it'll all be your fault, maybe not quite so funny.
